The Cheapest Electricity in Houston 2026: An Honest Analysis

Voltcheckr Research·Published April 6, 2026·6 min read

Houston is the largest deregulated electricity market in Texas, served by CenterPoint Energy as the TDU. That means 200+ retail plans are available in every Houston ZIP, which is both good news (lots of choice) and bad news (choice paralysis). This analysis breaks down the actual cheapest plans in Houston for three typical household profiles — apartment, single-family home, and large AC-heavy home — using real rates from Power to Choose as of April 2026.

Profile 1: Apartment (500-800 kWh/mo)

Small Houston apartments, especially ones with window-unit AC or small central systems, typically consume 500 to 800 kWh per month. At this usage level, ALL bill-credit plans are traps: you will almost never hit the 1,000 kWh threshold, and you'll miss out on the credit that makes those plans look cheap. The winning strategy at this usage is a simple low-base-charge flat-rate plan — usually from Direct Energy, Cirro, or a Discount Power plan. Expect an effective rate of 13-15¢/kWh and a monthly bill of $75 to $110.

Profile 2: Single-family home (1,000-1,400 kWh/mo)

This is the sweet spot where bill-credit plans actually pay off. A household averaging 1,100 kWh/month in Houston lands reliably above the 1,000 kWh credit threshold of plans like Gexa Eco Saver or 4Change Maxx Saver Select. At this usage level, a well-chosen bill-credit plan typically beats flat-rate plans by 2-3¢/kWh on the effective rate — saving $25-40/month vs the average Houston bill. The catch: your usage has to be consistent. A single low-usage month (vacation, mild weather) can erase two months of savings. Check your last 12 bills, not just the summer peak.

Profile 3: Large AC-heavy home (2,000+ kWh/mo)

Houston's summer humidity means a 3,000+ sq ft home with central AC can easily hit 2,000-2,800 kWh in July and August. At this usage level, 2,000 kWh bill-credit plans start winning (Gexa Eco Saver 12 Plus, TXU Simple Saver 24, Reliant Secure 2,000 Advantage). The effective rate drops to 11.5-12.5¢/kWh in summer. BUT — and this is critical — the same plans usually charge a much higher rate during non-peak months when usage drops below 2,000. If your shoulder-season (April, October) usage falls to 1,400 kWh, the 2,000 kWh credit vanishes and you're stuck paying 14+¢/kWh on the expensive half of the year. Year-round math matters more than summer math.

💡

Voltcheckr computes effective rates month-by-month across all 12 months of your actual usage, not just the peak. Plans that only win in summer get penalized in the ranking, so you end up with a plan that's genuinely cheapest over a full year — not one that game-rigs a single month.

What to ignore in Houston

  • Any plan with a 36-month lock-in — Texas rates fluctuate too much to lock 3 years ahead, and the early termination fees rule out flexibility.
  • "Free nights" plans unless you have an EV, pool pump, or battery storage shifting 40%+ of your load to overnight hours.
  • Rewards / cashback plans that include a Nest thermostat or Amazon gift card — the retail value is baked into a 2-3¢/kWh premium over the real cheapest plan.
  • Any advertised rate below 8¢/kWh — that's almost always a bill-credit cliff at a threshold you won't reliably hit.
